FIGHTING ENERGY POVERTY THROUGH INNOVATION. CHALLENGES, OPPORTUNITIES AND SOLUTIONS

The energy sector is currently undergoing a fundamental transition and shift towards CO2-neutral power generation and energy efficiency.

The European Green Deal published in December 2019, clearly mentions that the EU’s
energy supply needs to be secure and affordable for consumers and businesses. For
this to happen, it is essential to ensure that the European energy market is fully integrated, interconnected and digitalised, while respecting technological neutrality.

Climate change constraints as well as the recent coronavirus 2020 crisis are putting the global energy sector under the pressure of evolving and modernising at a rapid pace and on an uncommonly large scale.

Thus, can energy poverty be tackled through innovation? And if so, what are the challenges?

The answers to the above questions can be found in the publication “Fighting Energy Poverty through Innovation. Challenges, opportunities and solutions”, which is an initiative of INZEB in collaboration with Blockchain Leaders, AUTh, Future Energy Foundation and CLuBE.

Among the opportunities and solutions that are presented in the publication, the following can be found:

    • Peer-To-Peer Energy Trading (P2P)
    • Virtual Power Plants (VPP)
    • Smart Metering
    • Streamlined Processes
    • Gamification and reputation-based identities

It is the overarching goal of the EUKI to foster climate cooperation within the European Union (EU) in order to mitigate greenhouse gas emissions.

WRAP-UP OF THE ONLINE WORKSHOP “ENERGY POVERTY – A MULTIDIMENSIONAL PHENOMENON”

The online workshop “Energy Poverty – A Multidimensional Global Phenomenon” was held on Tuesday March 9th, 2021 and it was organised by the University of Bahrain, INZEB and the EU GCC Clean Energy Technology Network. Its aim was to raise awareness in regards to energy poverty, to analyse the terms energy poverty and energy vulnerability, to discuss the different factors that result to the increase of energy poverty levels in different regions and present EU initiatives aiming to support households and the society in mitigation of the social problem.

Prof. Riyad Y Hamzah, President, University of Bahrain, did the welcome remarks, highlighting the importance of this workshop in addressing the issue of energy poverty.

Dr. Mustapha Taoumi, Energy Technology Key Expert, EU GCC Clean Energy Technology Network, in his opening speech pointed out that energy poverty is a phenomenon affected by multiple factors and observed not only in developing but also in developed countries.

Then, Alice Corovessi, Managing Director, INZEB, took the floor and explored in depth the factors that affect energy poverty. She also presented the facts concerning energy poverty and how they differ in developed and in emerging countries. As she stated, “Around 20% of global population is deprived of access to electricity, reflects the prevalence of energy poverty on global scale & the magnitude of the issues stemming from this situation.”

Dr. Haris Doukas, Assoc. Professor, National Technical University of Athens, stressed out through his presentation that the collective approach fostered by energy communities and/or crowdfunding, is suitable for the enormous challenges faced by citizens suffering from energy poverty who wish to take action to reduce their energy consumption or improve the energy efficiency of their households. He also demonstrated that “The more energy consumes, the more vulnerable you might be in the future.”

The next presenter was Kyriaki Metaxa, Program Coordinator, Ecology, Heinrich-Böll-Stiftung Greece, and she highlighted that combined efforts concentrated on promoting rational energy consumption, on ameliorating buildings’ energy efficiency and on supporting community energy, indirectly boost citizens’ income and address energy poverty effectively. She concluded that “Synergies between actors at all levels are required in order to raise awareness, target energy vulnerable citizens, utilize European funds to de-risk investments and to overcome initial capital barrier, split-incentives etc.”

The last part of the workshop was the Q &A session, where the speakers discussed on the issues and the questions posed by the participants of the workshop.

Dr. Hanan Albuflasa, Assistant Professor at Department of Physics, University of Bahrain, was responsible for the moderation of the discussion throughout the workshop, and she made sure the main questions that were raised by the attendees to be answered by the speakers.

WRAP-UP OF THE ONLINE EVENT “BUILDBACKBETTER GREECE”

The online discussion #BUILDBACKBETTER GREECE  was held on Thursday February 25th 2021 and the discussion lasted 90′. The event was organised by the Build Back Better Greece initiative, with the support of Energy Democracy Dialogues and INZEB. The sustainable recovery by engaging all stakeholders with commitment and effective participation in the overall restart effort, in terms of sustainability and real progress was the main issue at stake of the discussion.

The following contributed to the discussion: Dr. Haris Doukas, Assoc. Professor NTUA, Prof. Arthοuros Zervos, Chairman REN21, Dr. Alexandra Papadopoulou, Chem. Engineer NTUA, Dr. Ioannis Tsipouridis, Managing Director R.E.D. Pro Consultants & Visiting Prof. Technical University of Mombasa (TUM), Nikos Charalampidis, Managing Director of Greenpeace Greece, while the discussion was coordinated by Alice Corovessi, Managing Director of INZEB. Additionally, important in the development of the discussion turned out to be the contribution of the 120 participants who posed questions to the speakers.

In the context of the event review, below are presented the key points raised by the speakers.

Dr. Haris Doukas analysed the meaning and the background of the term “build back better”, spoke about the social, environmental and economic damage caused by the pandemic, while stated that “we want to be a catalyst for synergies and initiatives for a sustainable involvement and commitment under ciscumstances of viability and true progress in an effort of total restart”.

Prof. Zervos highlighted the dimension of proper prioritisation, outlining the foundations that need to be layed in the energy sector, while he suggested “Transition from lignite to RES and not to gas. The Aegean is a privileged region for the production of hydrogen from RES.”

Dr. Alexandra Papadopoulou stated that “Long-term, integrated energy and climate planning, implementing multilevel governance, is key for local government to organize its actions.”, focusing her speech on the obligations, needs and difficulties of municipalities to draw up a long-term plan in the energy sector.

Then Mr. Charalambidis took the floor and stressed out that “The decisions that the Greek government will make today will define the “tomorrow” that we will all live. Going back to the past cannot be an option. Now is the time for brave decisions and radical changes that will build a sustainable and fair tomorrow for all. The European Recovery Fund must be the starting point for a new beginning, not a way back to yesterday.” pointing out at the same time the key role of society so that we have a sustainable and green future, where society as a whole is part of the solution and not of the problem.

“It is remarkable that our children tell us over and over again “listen to science”. They use in us the logic of education that we used. They tell us in their own way “take care”.”, said Dr. Tsipouridis and pointed out the importance of changing energy sources and the way in which they are used and consumed, characterizing the practice so far as wasteful and unconcerned about the consequences, while also giving special importance to the social dimension of the problem.

This was followed by a fruitful discussion between the speakers, answering key questions posed by the audience.

ENERGY POVERTY – A MULTIDIMENSIONAL GLOBAL PHENOMENON

The online workshop will be held on Tuesday, March 9th, 2021, at 14.00 CET – 16.00 Bahrain – 17.00 GST.
Ιt is organised by the University of Bahrain, INZEB and the EU GCC Clean Energy Technology Network.

The phenomenon of energy poverty and the resolution of the problems induced by it on modern society constitute a challenge on global scale. Energy poverty is a pressing problem affected by the complicated interaction of multiple factors – the increase of energy prices, people’s inability to pay their energy bills, flat or failing income, high levels of unemployment and the slow pace at which implementation of energy-efficient measures in residencies is taking place. The evidence-based, adverse effects of the aforementioned interaction are felt on social, environmental, and financial levels. The way to tackle the problem has yet to be paved.

The workshop will be held in English!

In developing countries, energy poverty is primarily experienced as lack of access to basic energy services. According to estimates published by the International Energy Agency (IEA), more than 1.3 billion people do not have access to electricity and consequently lack access to services and provisions that the rest of the population take for granted. According to the United Nations statistics, another important aspect of the problem is that 1 billion people have access to energy services and provisions albeit unreliable.

The fact that approximately 20% of the global population is deprived of access to electricity reflects the prevalence of energy poverty on global scale as well as the magnitude of the problems stemming from this predicament.

Across developed countries, among which Member States of the European Union, the concept of energy poverty is perceived differently. In these countries energy poverty mainly suggests permanent or temporary inability to access energy services and provisions. It is estimated that more than 50 million households in the E.U, equating 10% of the population, struggle with the phenomenon and its implications according to the European Union’s Energy Poverty Observatory (EPOV).

Τhe online workshop Energy Poverty – A Multidimensional Global Phenomenon, organised by the University of Bahrain, INZEB and the EU GCC Clean Energy Technology Network aims to raise awareness in regards to energy poverty, to analyse the terms energy poverty and energy vulnerability, to discuss the different factors that result to the increase of energy poverty levels in different regions and present EU initiatives aiming to support households and the society in mitigation of the social problem.

A HOLISTIC POLICY FOR ENERGY POVERTY IN GREECE

ENACT, in one of its latest articles, presented the results of the survey conducted by INZEB and Heinrich Böll Stiftung Greece, to 691 households across Greece’s diverse climatic, geographical and economic zones, which indicated that a new plan is required for tackling energy poverty in Greece.

Public awareness, energy efficiency and uptake of renewable energy: prioritising action in these three areas is key to a new ‘Energy Poverty Action Plan’ for Greece.

The results of this survey released the public’s views on energy poverty, energy costs in proportion to their income, and their view on how often they experience “thermal discomfort”.

Which are the thoughts of the Greek people regarding the impacts of energy poverty? Find all the stats and graphs accompanied by all the useful information about the aforementioned issues in the publication of ENACT  here

Furthermore, according to the experts, urgent action must be taken in the following 3 key areas, for reducing energy poverty in Greece by 75% by 2030: boosting energy literacy, improving access to financing, and ensuring a clean energy transition is also just. Detailed information on how the recommended by the experts policy and social action can be implemented, is available here

ENERGY POVERTY IN GREECE 2.0

The phenomenon of energy poverty and the problems it poses in society are a global challenge. Energy poverty is a pressing problem affected by the complex interplay of rising energy prices, citizens’ inability to pay their bills, stagnation or falling incomes, high levels of unemployment and the low rate of energy performance in the residential buildings which leads to documented negative social, environmental and economic impacts. The road to dealing with the problem seems to be still a long way off.

The aim of this 2nd policy paper edition entitled “Energy Poverty in Greece 2.0” – which is a follow up to the 1st policy paper edition (2017) – is to highlight this social problem and trigger a public debate on the need for a systematic response. The policy paper “Energy Poverty in Greece 2.0” includes the latest political developments in Europe and Greece, such as the establishment of the European Energy Poverty Observatory, the revision of the “Clean Energy for All” package, the introduction of the new law for the Energy Communities in Greece etc., as well as part of the results of the survey related to the public awareness of the phenomenon of energy poverty. Finally, it presents interesting examples and policy proposals for combating energy poverty in Greece in the context of a holistic approach, aimed at addressing the causes of the phenomenon in a combinatorial and socially innovative way.

THE VALUE OF ENERGY MANAGEMENT PRACTICES IN THE BUSINESS SECTOR

For most sectors, energy costs account for 3% of expenditure; however, for energy-intensive industries such as the steel and iron sector, this can be as high as 32%. As energy costs continue to rise and the levels of statutory obligations relating to emissions and climate change increase, effective energy management has become a challenge for many organisations. Energy Management should play a central role in any company’s business strategy.

Improving energy efficiency, not only reduces capital expenditure but offers a number of additional benefits including reduced risk to energy compliance failures, improved facilities performances, increased competitiveness, and ROI.

In this context, INZEB and The Hellenic-Dutch Association of Commerce and Industry (HeDA) are organising on Thursday, October 15, 2020, at 14.00, the online event “The Value of Energy Management Practices in the Business Sector”, which will present and discuss the developments and the benefits of an effective Energy Management System (EnMS) within the organisational structures.

RENOVATION WAVE: WHAT’S IN FOR GREECE

On 29 January 2020, the European Commission’s new work programme was published. Under the first priority – ‘a European Green Deal’, the Commission announced its intention to launch a ‘renovation wave’ initiative in the buildings sector. According to the work programme, this initiative should be adopted in the third quarter of 2020. Currently, only around 1 % of buildings in the EU are renovated each year. A faster rate of renovation is necessary to improve energy efficiency and reduce greenhouse gas emissions.
In this context of this initiative, INZEB is organizing on Thursday, May 28, 2020, at 13.00 CET an online discussion on the Renovation Wave and how Greece could benefit from this new initiative.

CLIMATE CHANGE, ENERGY AND THE GREEK ENVIRONMENT

As the European Union moves forward with formulating the European Green Deal, including a 2050 decarbonisation target, related reviews, ambition increases and updates of the 2030 National energy and climate plans (NECPs) are underway in EU countries. Greece is no exception as it moves ahead with its design and implementation of corresponding policies and measures.

However, these policies must promote a “just transition” and be socially accepted in order to be effective and robust. Ideally, citizens should take part in the selection of these policies, by being informed and expressing their preferences on the available options.

The PARIS REINFORCE project, along with the Hellenic Society for the Environment and Culture and the Convergences Greece Forum, co-organise a national stakeholder workshop on climate change, energy and the national context, aiming to explore the available alternatives, on Tuesday, January 28, 2020, while giving the opportunity to stakeholders from industry, government and the civil society to get informed, discuss, raise concerns and help decide the way forward.

INZEB is contributing to the workshop with a presentation at the thematic session “Sustainable Energy Design – Technologies and Policies”.

The workshop’s agenda is available here. Interested parties may register for their participation to the workshop here (in Greek).

WEBINAR: iBRoad – MY PATHWAY TOWARDS AN ENERGY EFFICIENT HOME

Renovating a building can be complex and time-consuming. For building owners, the lack of knowledge about what to do, and in which order to implement renovation measures, is one of the main obstacles to improving the energy performance of their building. The iBRoad project is working on the concept of Building Renovation Passports combining an individual building renovation roadmap (iBRoad-Plan; a step-by-step renovation plan for a specific building), with a repository of building-related information (iBRoad-Log).

With a target focus on residential buildings, the iBRoad project analyses and builds upon relevant examples from Germany, France and Belgium (Flanders), to identify the elements, develop an integrated concept, and produce modular tools, suitable for differing national conditions.

SUSTAINABILITY & RESILIENCE: OPTION OR PREREQUISITE FOR REAL ESTATE?

The session entitled “Sustainability & Resilience: Option or Prerequisite for Real Estate?” will be organised by INZEB within the framework of the 19th Prodexpo, which will take place on November 1st, 2018 at 17:00 at the Megaron – the Athens Concert Hall.

The focus of the session, which is organised by INZEB and is supported by the Green Business Certification Inc. (GBCI), is on developing a broader understanding of how the real estate will contribute to more resilient cities and buildings and explain its role as a modern means of green diplomacy. The panel discussion will explore economics, sociology, policies and conditions for future-proofing developments. The session will provide perspectives from planners, technologists, economists, ecologists, and developers. The objective is to recognize that resilient and future-proofing buildings are a critical step of the roadmap to sustainable and prosperous communities.

Climate change is setting the world against unpredictable challenges at increasing intensities—natural disasters, ecological uncertainty, public health crises, extreme social inequity, rising violence—and yet counters and absorbs risk through acts of resilience. The impacts of climate change are known, and the built environment leads the charge when it comes to planning for a resilient future.

Regulatory risks related to climate change have become increasingly evident, including mandatory disclosure, building codes and laws banning inefficient buildings. Extreme weather events and systematic changes in weather patterns affect the insurability of real estate and lead to questions about the resilience of assets. Changing tenant preferences for green building and investor screening on portfolio sustainability risks lead to market risk related to sustainability factors. This will translate into the risk of obsolescence for poorly-performing developments.

It is the lack of action to adopt climate change adaptation strategies that is the true threat to real-estate; engaging with the problem and mounting solutions represents not only a duty to stakeholders but also a boon for economic growth. While many real estate developers continue to focus chiefly on financial risk management in response to climate change, others are realising that a more proactive, holistic approach to the issue presents significant opportunities to grow revenues, reduce risk and improve brand value.

Some crucial questions that will be discussed in this section, with a view find the initial answers, are:

  • Can real estate afford the cost of non-compliance?
  • How will real-estate be affected?
  • How cities will become more resilient to defend the stresses of climate change?
  • How a sustainable and future-proofing built environment will benefit cities and citizens?

The discussion will join:

Dimitris Andriopoulos, President and Managing Director, Dimand

Natalia Strafti, Chief Operating Officer, Grivalia Properties

Eleni Myrivili, Deputy Mayor of Urban Nature, City of Athens

Charalampos Giannikopoulos, Managing  Director, DCarbon

The session is moderated by Alice Corovessi, COO/CFO, INZEB

EEFIG UNDERWRITING TOOLKIT

Up-scaling energy efficiency investments is critical and will have multiple benefits for Europe. Energy efficiency investments increase security of supply reducing Europe’s reliance on imported energy, enhancing the competitiveness of Europe’s industry.

The Energy Efficiency Financial Institutions Group (EEFIG) was established in 2013 by the European Commission Directorate-General for Energy (DG Energy) and United Nations Environment Program Finance Initiative (UNEP FI).

In February 2015 EEFIG presented its landmark report “Energy Efficiency – the first fuel for the EU Economy: How to drive new finance for energy efficiency investments” which provided a significant advance in the understanding and knowledge about the issues of energy efficiency financing.

On 22 June 2017 the EEFIG Underwriting Toolkit was launched during the EU Sustainable Energy Week. The toolkit is aimed specifically at financial institutions that are looking at ways to design better financial products for energy efficiency investment projects.

STATEMENT

Energy transition in Europe:
The future of energy efficiency policies at stake

On 26 June 2017, energy ministers of the European Union will meet to agree on a general approach for the first batch of the ‘Clean Energy for All Europeans package’, a set of legal tools which will set Europe’s next steps in achieving its energy transition.

Energy efficiency policies are the cornerstone of this package. They are the basis upon which the EU can modernise its energy system and address the climate change challenge.

By committing to 2030 energy efficiency targets aligned with the cost-effective energy savings potentials, and continuing the delivery of efficiency improvements through legislative tools, ministers have the chance to set the scene for a Clean Energy Package which delivers benefits for the economy, people and the environment, and places the EU at the forefront of the energy transition.

However, the undersigned organisations are concerned about the growing discrepancy between the expectations of businesses, environmental NGOs, consumer associations, trade unions, cooperatives and local authorities, and the ambition currently examined by the EU Member States.

ENERGY POVERTY IN GREECE. SOCIAL INNOVATION PROPOSALS TO ADDRESS THE PHENOMENON

Energy poverty is beginning to be acknowledged worldwide as a social problem of increasing importance and serious impact on the health of millions of people.

Τhe public debate is not missing voices that advocate against energy transition to clean energy sources, attributing the rise in energy poverty to this policy. This criticism hides away from the multifactorial nature of the phenomenon and the multifaceted dimensions of the problem, making them difficult to deal with.

THE POTENTIAL OF THE BUILDINGS SECTOR FOR THE DEPLOYMENT OF RENEWABLE ENERGY SOURCES AND INTERACTIONS WITH ENERGY EFFICIENCY

The buildings sector has an important potential for the development of Renewable Energy Applications (RES), according to the relevant roadmap (REmsp) that was recently (2016) presented in a report published by the International Renewable Energy Agency (www.irena.org/remap), with data from 40 participating countries around the world. As clearly stated, buildings present the best opportunity for the increase of RES use, mainly as a result of the extension of the use of modern biomass applications and the increased consumption of electrical energy, the production of which is increasingly based on RES.

In more detail, IRENA recognizes the important role of the buildings sector in the global Total Final Energy Consumption (TFEC), with a total contribution of around one third, 33% out of which is for heating, 30% for cooking, 20% of warm water and 2% for cooling, the latter projected to reach 6% by 2030. RES contribution to covering the energy demand was about 35% in 2010, the highest proportion of which, around 60%, attributed to “conventional forms” referring to the use of bioenergy for heating and cooking, mainly in countries across Africa and Latin America. The global RES consumption in buildings in 2010 was about 40EJ (40 billions billions Joule), out of which, 25EJ originated from solid biofuels such as wood for traditional usages of heating and cooking and around 15EJ originated from “modern” RES such as biomass, liquid/solid biofuels, solar thermal, geothermal energy, RES for electricity production, district heating and usage of heat surplus or excess of heat etc. This figure could be tripled to over 50EJ by the implementation of initiatives for further deployment of RES (“RE Options”), specifically for each country on top of current measures, referred to as the “reference case”, as seen in Figure 1 analysing the distribution of RES in energy use in the buildings sector across the world (source: IRENA REmap, p. 77) presenting 3 cases:

  • The status recorded in 2010,
  • The projection for 2030, according to the current planned activities for RES development (Reference Case) and
  • The projection for 2030 with the adoption of further practices (specific for each country) for RES development (Remap 2030):

Figure 1: RES use in the buildings sector, projections for the year 2030

The report also notes that energy policies usually focus on the production of electrical energy, whereas heating does not draw so much attention. In particular, only 50 countries have developed specific policies for promoting the use of RES heating, whereas 120 countries have developed similar plans for electrical energy that include, for example, subsidies, feed-in tariffs, tax reductions or exemptions, loans with low-interest rates, CO2 taxes, and guarantees, etc. However, as the report continues there exist opportunities for the development of RES heating applications in buildings, depending on the location, the quality and the quantity of energy sources. For example, alternatives such as the use of bioenergy (biomass, biogas) and solar thermal can be cost competitive with the other sources, under suitable conditions.

Furthermore, the report recognizes the catalytic role of energy efficiency and its synergetic role with the use of RES. The idea of energy efficiency is directly related to the supply of primary energy (fuel), e.g. oil or coal consumption for electrical energy production. The report notes that in 2010, the share of RES in the primary energy mixture across the world was around 10%, with the potential to increase to 25% by 2030. However, by improving energy efficiency, this share can be increased to 30%. Therefore, the report stresses out that it is vital to focus both on energy efficiency and the development of RES, in order for the latter to have greater penetration levels.

More specifically for the buildings sector, the report notes that significant energy gains can be achieved, especially in new buildings. The European Union Directive for nearly Zero Energy Buildings (nZEB) that will be in full force by the end of the decade, can also significantly contribute to the enhancement of energy efficiency.

The report, however, notes that the gains from increasing energy efficiency will not be automatically realized. In particular, the transition towards more energy efficient practices has progressed significantly in the electrical energy production stations, but it is left behind in the buildings sector, in the industry, and in transport. Notably, for Europe, the gains from nZEB buildings will most probably be confined to new (under construction) buildings and to a rather small number of buildings that undergo a process of renovation. However, worldwide, the situation can be different in countries that present higher rates of buildings constructions, that can apply advanced forms of architecture more easily and the adoption of practices or standards relevant to the EU nZEB requirements can lead to a significant increase of energy efficiency.

Finally, as regards the development of synergies between energy efficiency and RES, the report suggests the adoption of strict practices for energy efficiency in buildings and the increase of the rates of reconstruction/renovation of existing buildings that will utilize RES for heating and cooling. Furthermore, it suggests focusing on RES use for the management of energy demand when the targets of efficiency are met, together with the use of bioenergy, thermal solar systems and heat pumps.

EuroACE: Council Failure on 2030 Energy Efficiency Target

Council Failure on 2030 Energy Efficiency Target – a cold decision increasing pressure to bring in strong measures for Buildings

The European Council today adopted its Climate and Energy Package for 2030 and has chosen to go for a 27% indicative Energy Efficiency Target.

It is a dismal agreement that falls short of the Commission’s unambitious proposal, which was made in July. EuroACE member companies have systematically called for a binding 40% Energy Efficiency Target as this is the proven cost-effective potential for the EU. EuroACE is also convinced that renovating our wasteful, leaky buildings is a key part of our effort on climate and energy policy and it offers the best solution to Europe’s energy crisis. Companies in the sector have called for clear policies and long-term targets in order to provide market certainty for investments.

The decision of the Heads of State simply does not deliver. “This is not good enough!” said Adrian Joyce, Secretary General of EuroACE “Despite the numerous studies1 demonstrating the cost-effective potential of a higher energy efficiency target, the 28 Heads of State shied away from setting a strong Energy Efficiency target. A strong target could have unleashed investment in hard-hit sectors like construction and delivered multiple benefits through reduced energy dependence, a boost to public finances and improved health for EU citizens”.

The Council conclusions indicate that the Commission will propose ‘priority sectors in which significant energy efficiency gains can be reaped and ways to address them’. Swallowing a high of 40% of all energy consumed in the EU, buildings should feature as the top priority sector to be addressed in upcoming legislation revision, namely with Energy Efficiency Directive and the Energy Performance of Buildings Directive. Buildings play a major role in the EU’s energy dependence and high import costs. A major renovation program, amounting only to a quarter of what Member States currently spent on energy imports (EU Members States collectively spend €1.1bn every day on energy imports), could put Member States on the right track to reduce the energy demand of the building stock in the EU by 80% by 2050.

RENOVATE EUROPE CAMPAIGN

INZEB – Institute of Zero Buildings is the National Supporting Partner of Renovate Europe Campaign

The Renovate Europe Campaign (REC), launched in 2011 is an initiative of EuroACE, the European Alliance of Companies for Energy Efficiency in Buildings.
It is the only EU-wide campaign that focusses exclusively on ambitious renovation of the building stock in the EU and is the voice that ‘bangs the drum’ for energy efficient renovations, taking a technology neutral, integrated and holistic approach to energy efficient renovations.

OFFICIAL LAUNCH OF THE MANIFESTO

On 12th March, the Renovate Europe Campaign published its European Elections Manifesto calling on candidate MEPs to sign a Pledge to “STOP Energy Waste in Buildings”.

The Campaign will undertake 3 Days of Action in the European Parliament on 1st, 2nd, 3rd April 2014 in Brussels. “Stopping energy waste in buildings is becoming a top priority for citizens, as households face increasingly high energy bills”, explained MEP Fiona Hall (UK, ALDE), an early supporter of the Manifesto. “This is a real opportunity for candidate MEPs to address their national constituencies on a topic that really speaks to them and affects them on a daily basis, and where they understand that the EU plays a fundamental role.” MEP Anne Delvaux (BE, EPP), another early supporter of the Renovate Europe Manifesto and CoRapporteur of the EP’s Report on the 2030 Energy and Climate Framework, emphasised the strong rationale of signing such a pledge: “In the European elections, voters will look for candidates to fight for solutions that boost jobs and growth in the immediate future, but that also fit into a long-term strategy to achieve a competitive sustainable low-carbon economy in the EU. Pledging to STOP Energy Waste in Buildings makes clear political sense”.

32 partners drawn from across the construction value chain have gathered behind the Renovate Europe Manifesto for the 2014 European Elections. “This is a cross-sectoral, cross-national, cross-party call to action”, explained Adrian Joyce, Director of Renovate Europe, “Stopping energy waste in buildings delivers numerous multiple benefits, for the economy, for businesses, for the environment and for citizens’ wellbeing and quality of life and therefore defies the traditional party-lines, sectoral groups and national borders.” Renovate Europe is working in close cooperation with its national Supporting Partners to maximise the impact of this Manifesto at the national and local level in the run-up to the elections in May. The REC Manifesto is translated into French, Italian, Spanish, Polish and Greek, and includes National Inserts explaining the national relevance for Germany, Italy, Spain, France, Greece, Poland, the UK and the Czech Republic.

RENOVATE EUROPE DAYS 2014

New Commission must prioritize building renovation: Renovate Europe Day shows buildings crucial for energy security, jobs, climate, and growth.

At Renovate Europe’s fourth Annual High-Level Conference, held in Brussels on 5th November, the message to the new Commission who took office this week was clear: Deep Renovation of the building stock in the EU must be the number 1 priority of the Juncker Commission. Fresh reports presented at REDay2014 demonstrated the newly researched multiple benefits of building renovations (IEA Report ‘Capturing the Multiple Benefits of Energy Efficiency’) as well as the significant economic impact of the buildings sector in the EU (JRC Report on the Economic Impact of the Construction Sector). Not only are the economics right. Experience shows an even greater success and appetite for doing more. City representatives and project leaders in Sweden, the Netherlands, and Italy provided evidence at REDay2014 of successful renovation projects which are financially viable and produce local jobs, reduced energy demand and healthier homes. “Individual renovation projects have shown over and over that it is possible to reduce the energy demand in buildings by more than 80 % in a cost-effective manner,” explained Adrian Joyce, Renovate Europe Campaign Director. “Now we need to focus our attention on how to upscale ambitious energy renovation of the existing building stock and for this, we need a political drive.”

Unfortunately, National Governments have chosen NOT to maximize on the huge energy savings and economic opportunities in the building sector. As explained by Oliver Rapf from BPIE, Member States have failed to implement ambitious Renovation Roadmaps (Article 4 of the EED), and to develop strong collaborative platforms to address renovation, thereby failing to provide the holistic vision and market certainty needed to unlock investment. Despite the significant contribution that buildings can make towards reducing energy imports, a clear strategy to tackle energy waste in buildings is also absent from both the 2030 Energy & Climate Package, and the European Energy Security Strategy. In the October Council conclusions, Member States committed to address priority sectors in which significant energy efficiency gains can be reaped. “At the last European Council, EU Heads of State provided a clear mandate for the Commission to take policy action in those sectors with the greatest potential for energy savings, Member States” said Jan te Bos, Director General of Eurima, Gold Sponsor of REDay2014. “Today’s conference once again demonstrates that buildings must be first in line, and those ambitious policies for the deep renovation of our building stock will –in addition- deliver more jobs, more comfort, more energy security, less energy poverty and less C02 emissions. We count on the new Commission to acknowledge this reality and take up the challenge with immediate, ambitious policy proposals on buildings”. In tackling buildings as the key priority sector, the Cothe Member Stateswould benefit from the support of 80 MEPs from across the political spectrum who have already signed the The Renovate Europe Campaign is an initiative of EuroACE, the European Alliance of Companies for Energy Efficiency in Buildings. Its headline ambition is to reduce the energy demand of the EU building stock by 80% by 2050 as compared to 2005 levels www.renovate-europe.eu Renovate Europe Manifesto to STOP Energy waste in buildings.

RENOVATE GREECE

INZEB – Institute of Zero Energy Buildings started its operation in January 2014. From the first year of its activity, it represents the Renovate Greece Campaign as the National Supporting Partner, having participated, organized and presented various activities all over Greece.  After three years of constructive cooperation with the Renovate Europe Campaign team, both at central level (EU) and in cooperation with other countries that support and represent the Campaign as National Partners, as a means of  communication and dissemination of the objectives and aims of the Renovate Europe, with emphasis in Greece, which is none other than to increase the proportion of energy retrofits of the existing building stock. This increase is possible by changing the legal framework and strengthening / widening financial tools.

Through Renovate Greece we will seek, in cooperation with all interested parties (Universities, Municipalities, Scientific Institutions and Chambers, Associations of Professionals and Companies), to achieve at a national level, the increase of the investments related to energy retrofits and to establish and achieve goals which are related to energy upgrade of the National – public and private – existing building stock. At the same time and through awareness actions, we focus on the minimization of the doubts that property owners have regarding the benefits of energy retrofits.

RENOVALUE TRAINING TOOLKIT

The Renovalue project developed training material to provide practicing valuation professionals with the tools to include sustainability in their daily practice. Such training material provides them with a more profound knowledge base regarding, inter alia, the impact (or potential impact) of sustainability features on various economic building performance aspects, respective information sources, as well as methodological and theoretical guidance so that valuation professionals can appropriately factor energy efficiency and renewable energy sources issues into the valuation process and advise their clients accordingly. The material developed consists of a set of slides to be used as training support by professional training providers, professional valuation organizations, and other real estate market participants.
The slides are available in 8 languages and can be downloaded from the links below. In addition, the slides have formed the basis for the development of an eLearning course that will be directly accessible to valuers via the RICS Online Learning Academy. The eLearning course is currently translated in 7 languages. The eLearning course in English can be accessed from the link below.

REVOVALUE: ROUNDTABLE WITH STAKEHOLDERS AT THE EUROPEAN PARLIAMENT

Integrating Sustainability in Property Valuation

Highlights from the high-level roundtable

European Parliament | 26 January 2016

The use of property valuation is an essential aspect of the property lifecycle: that is why encouraging energy efficiency and renewable energy needs to start here. To accelerate the market transition towards nearly Zero-Energy Buildings, it is essential to demonstrate the business case for and the value of sustainable buildings to prospective buyers, sellers, lenders, and investors.

On 26 January 2016, the RenoValue project organized the roundtable “Integrating sustainability in property valuation“, an opportunity to discuss why and how policymakers should strengthen the role of property valuers as drivers of the market transition towards sustainable buildings.

The event was organized at the European Parliament in Brussels with the support of Theresa Griffin MEP (S&D, UK) and Sirpa Pietikäinen MEP (EPP, Finland) and in collaboration with the Renovate Europe Campaign.

The debate was moderated by Ursula Hartenberger, Global Head of Sustainability at RICS, on behalf of the RenoValue Consortium.

Marie Donnelly, Director at DG ENER, and forty stakeholders representing valuation professionals, products manufacturers, service providers, architects, research centers, investors and specialized press attended the roundtable.
