The CONGREGATE project aims to foster the local climate action in Central and South-Eastern Europe by providing support to the local and national authorities in 5 countries for broader consumer engagement in two important areas of intervention.

• The first action is to develop and present suitable techno-economic solutions for the establishment of public-private renewable energy cooperatives supporting the municipalities and, indirectly, local individual and business prosumers. This action will be implemented in Bulgaria, Greece and the Czech Republic.
• The second supportive initiative is dedicated to implementation of the national building renovation strategies, supporting national and local authorities in Bulgaria, Croatia and Romania. It will include the development of a communication model and national awareness raising and behaviour change campaign based on comprehensive social science evidence and energy performance monitoring to inform and empower the national building renovation policies.
